The Delta State Government, under the leadership of the Honourable Commissioner of Science and Technology, Hon. Dr. Odinigwe Daniel Odigie, alongside top government officials, tech ecosystem leaders, academics, and private sector players, recently launched its digital policy draft, intending to position the state to become a tech-driven economy.
The draft, unveiled on April 14th, 2025, lays out a clear vision for digital inclusion, innovation, and entrepreneurship, structured around People: Developing a future-ready, digitally skilled workforce, Policy: Building frameworks that enable innovation and inclusion, Partnerships: Driving collaboration between government, private sector, and the ecosystem.
As one of Nigeria’s Top 5 largest subnational economies, Delta State has the talent and resources to lead the digital transformation of the South-South and beyond.
This epoch-making event, hosted by the Ministry of Science and Technology, also officially introduced the Delta Tech Xperience, demonstrating the government’s commitment to digital inclusion and entrepreneurship. According to the Delta State Ministry of Science and Technology, DTX 2025! is a groundbreaking initiative aimed at driving innovation, digital skills, and sustainable tech development across the state.in a post on its official facebook page, they shared “This is more than an event, it’s a MOVEMENT. A movement to empower our people, connect innovators, and unlock new possibilities for digital growth”.
Key ecosystem leaders at the official unveiling of the Delta State Digital Policy Draft, a transformative framework designed to steer Delta State into a dynamic digital economy.
The unveiling, which was held at the Ministry of Science and Technology Conference Hall, was presided over by the Honourable Commissioner for Science and Technology, Hon. Dr. Odinigwe Daniel Odigie, alongside top government officials, tech ecosystem leaders, academics, and private sector players.
Prof. Nyerhovwo Tonukari, Commissioner for Higher Education, Hon. Orode Uduaghan, Commissioner for Humanitarian Affairs, Community Support Services, and Girl-Child Development, Dr. Ejiro Ogheneaga, Permanent Secretary, Delta State Ministry of Science and Technology, were among top dignitaries who witnessed the event. The event also featured key directors and leaders from the private sector and academia.

The Delta State Digital Policy Draft was Presented by Paul Okoro, Secretary of the Digital Policy Technical Committee and Founder of Waffi Hub. The Delta State Digital Policy Draft is anchored on three critical pillars:
- People: Building a digitally skilled and future-ready workforce
- Policy: Establishing governance frameworks for innovation and inclusion
- Partnerships: Driving collaborations across government, private sector, and investors
In his speech, the commissioner stated that the policy is a direct advancement of the M.O.R.E. Agenda championed by Governor Rt. Hon. Sheriff Oborevwori he emphasised that it seeks to promote Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security.
The launch also marked the beginning of the Delta Tech Xperience, another initiative by the state government to deepen digital engagement and drive the growth of the digital economy in Delta State.
This first draft of the Delta State Digital Policy was developed through a collaborative effort involving both public and private sector actors. The process was championed by the Digital Policy Technical Committee, which comprised individuals from government, civil society, and the innovation ecosystem.

This collaboration with different stakeholders ensured a balanced and realistic policy draft that reflects both grassroots realities and the concerns from startups and founders in the ecosystem in Delta State.
This policy will guide innovation, digital governance, and technology adoption across all sectors of the state, says the Hon. Commissioner, Dr. Odinigwe Daniel Odigie, who described the policy as a new dawn for digital transformation in Delta State.
